Who we are

Jolomi is a senior federal acquisition executive and procurement strategist with 30 years of leadership experience spanning the National Institutes of Health, the U.S. Department of Health & Human Services, Intel Corporation, and financial services.

During his 15 years in federal service, Jolomi served as Branch Chief and Supervisory Contracting Officer at NIH — managing contract portfolios exceeding $500M and leading back-to-back procurement transformations that reduced acquisition cycle times by 40%. He formerly held an Unlimited Contracting Officer Warrant — the highest contracting authority in the federal government — and a FAC-C Level III certification. He is also a Lean Six Sigma Green Belt and a graduate of the NIH Mid-Level Leadership Program.

Before his federal career, Jolomi spent eight years at Intel Corporation managing strategic supplier relationships for microprocessor components — delivering over $8 million in documented cost savings and driving supply chain innovations that improved both quality and efficiency. He also brings experience in financial services and client relationship management.

Jolomi holds an MBA in Supply Chain Management from Penn State's Smeal College of Business and a B.S. in Chemical Engineering from the University of Rochester — a combination that gives him a rare ability to bridge technical, operational, and strategic dimensions of procurement.

He founded Agurama Advisory to bring that full depth of experience directly to clients — without the overhead, hierarchy, or distance of a large consulting firm. He is currently developing an emerging practice in AI-enabled federal acquisition transformation, exploring how AI agents can responsibly automate time-intensive tasks within the acquisition process to free contracting officers for higher-value strategic work.
